Paris flights cancelled due to snowfall. Are passengers entitled to compensation?

The Directorate General of Civil Aviation (DGCA) advised travellers to reschedule their travel plans if at all possible since it anticipated "severely disrupted aviation traffic for departures and arrivals at Paris airports."
